If the bracelet has no resemblance to a charm or un-Islamic item, there is no harm in wearing it on the basis that it is an item of jewellery and a gift from your mother. If the bracelet resembles a charm proper or there is some belief attached to its use by the unbelievers in general, it cannot be worn even if the wearer personally doesn't believe in charms, because it is not allowed to resemble or imitate aspects of polytheism or unbelief.

Allah's Messenger - peace and blessings be upon him - said:

Whoever resembles a people is one of them.

Based on the question, I see no harm in wearing the item you have asked about, except that the phrase 'charm bracelet' has been used to describe it, and since I have not seen it, I must add as a caveat: If this means that the bracelet is in the form of what is traditionally a charm, then it must not be worn. If this is only a local naming convention for bracelets and the likes in general, it is okay to wear it.
